Smith, the most successful Tammany Hall Democrat, was elected governor of the Empire State four times (1918, 1922, 1924 and 1926). His administrations were noted for reform and an expansion of social services and public works. When Smith resigned to run for president in 1928, he named his lieutenant, Franklin Delano Roosevelt, as his successor.
