As Europe became engulfed in a worsening conflict, a militarist or "preparedness" policy was advocated by leaders on the political right in America, notably ex-President Theodore Roosevelt. Mass demonstrations and parades were organized, and the question of intervention was a hot button issue in the presidential campaign between President Wilson, who favored neutrality, and Charles Hughes, who recommended that the country be on a stronger war footing.
