60 million was a magic number in the years immediately following World War II, when it was feared that the scaling back of war-related manufacturing would lead to the high levels of unemployment of the pre-war Depression years. A central theme of Truman's presidential campaign was that he had kept America working, employing 58,000,000 of an estimated 60,000,000 workers (an unemployment rate of less than 5%). While these figures were disputed by his opponents, "60 million jobs" became a catchphrase of Truman's campaign.
