The Townsend Plan, devised by California physician Francis Townsend as a way to both combat the Depression and keep the elderly out of dire poverty with a pension they would be required to spend within 30 days, was the basis and inspiration for Social Security. Townsendites as they were called were very active in the 1930s, and the movement produced a wide array of items, but we cannot recall seeing this plate before.
