Roosevelt never formally announced his candidacy for a third term, knowing that such a move would play into the hands of his rivals. Instead, he sent a message to the Chicago convention saying that he would not run unless he was drafted, and that the delegates were free to vote for anyone. For a moment there was confusion, then the loudspeaker screamed "We want Roosevelt... The world wants Roosevelt!" The delegates went wild and FDR was nominated on the first ballot.
