Garner was the sitting vice president, and fully expected to be Franklin Roosevelt's successor. A nascent Garner for President campaign, however, was derailed when FDR let it be known he would agree to be drafted for a third term. This is the less common celluloid version of this button, one of a handful of designs promoting Garner in 1940.
