Although they did not have a Republican president to rally around, the Grand Old Party was solidly behind the war effort. This pinback was circulated during the 1918 midterm elections, which saw Republicans retake both houses of Congress. The elections were a major defeat for progressives and Wilson's foreign policy agenda, and foreshadowed the Republican victory in the 1920 presidential election.
